COMPOSITION OF THE MINISTRY & FUNCTIONS

The Education sector comprises of the pre-school, youth training and children services sub-sectors. However, the county government is expected to support projects and programmes falling under Early Childhood Development ,Primary and secondary education, Adult education, and higher education ,Youth Training and Homecraft centers and Children services.

The functions of the ministry is outlined below.

EARLY CHILDHOOD DEVELOPMENT AND EDUCATION

Strengthening early childhood education:

  • Recruitment of teachers and Provision of teaching and learning facilities.
  • Construction of ECDC facilities such as classrooms ,toilets and playing facilities

PRIMARY SCHOOL

Increasing enrolment rates and performance:

  • Construction of school facilities and provision of teaching and learning facilities.
  • Increase transition from Primary to secondary:
  • Strengthening inspection and quality control.

SECONDARY SCHOOL

Increasing enrolment rate and performance:

  • Construction of school facilities and provision of teaching and learning facilities.
  • Strengthening inspection and quality control.

YOUTH DEVELOPMENT

Increasing enrollment in Youth Polytechnic:

  • Construction of Youth Development facilities.
  • Strengthening inspection and quality control.
  • Recruitment of Instructors.

ADULT EDUCATION

Increasing enrollment in Adult learning centres:

  • Establishment and Equipping of learning centers.
  • Provision of more teachers and teaching and learning materials.
  • Strengthening inspection and quality control.

CHILDREN SERVICES

Reducing the number of Children in need of special Protection:

  • Strengthening institutions catering for the needs of the children such as children courts ,children offices and child advisory committees.

HOME CRAFT DEVELOPMENT

Development of Local skills and tacit Knowledge:

  • Strengthening institutions catering for the needs of the children such as children courts ,children offices and child advisory committees.

ICT

The Information and Communication Technology department is a vast sector where inter-linkage with other ministries will be envisaged. Already major government offices in the county have access to internet facilities but the theme is to provide the facility to as many citizens as possible at an optimal cost. Another function of the department is to maintain standards in ICT provision across the board to prevent proliferation of sub-standard goods and services to the county.

All ICT facilities in the county departments will be audited and periodically checked for consistency and relevancy. Inventories will be held by departmental heads; who shall bear the responsibility for any drop in efficiency or loss.

Proposed undertakings will involve;

  • Putting up wider wifi coverage in major sub county towns for citizens to access the net.
  • Introducing information centers with state of the art facilities that will offer quick service to people on self-interactive mode.
  • To create job centers within the information offices where any work vacancy can be digitally be openly advertised to all qualified and thus minimize on nepotism and corruption.
  • Create a competent human resource bank where training in all aspects of ICT will be conducted and maintained.
