Organization’s Functions and Responsibilities

The County Public service Board has several functions as indicated in section 59 subsection 1 of the County Government Act 2012. These functions are:

(a) Establish and abolish offices in the county public service;

(b) Appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments;

(c) Exercise disciplinary control over, and remove, persons holding or acting in those offices as provided for under this Part;

(d) Prepare regular reports for submission to the county assembly on the execution of the functions of the Board;

(e) Promote in the county public service the values and principles referred to in Articles 10 and 232;

(f) Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 are complied with in the county public service;

(g) Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in counties;

(h) Advise the county government on human resource management and development;

(I) advise county government on implementation and monitoring of the national performance management system in counties;

(j) Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.

County Public Service Board Members

Ms. Sabina Wakio Maghanga worked as the Director of Planning in charge of Macro Planning and International Cooperation in the National Treasury and Planning. Before then, she worked in the same capacity in the Ministry of Devolution and Planning. She holds a Masters degree from York University, Canada and a Bachelors degree from University of Nairobi. She is a career civil servant who has worked for the government for over 30 years.

Previously, her job involved coordination of national economic policy formulation and promotion of regional and international economic cooperation towards realization of Vision 2030. Some of her work included preparation of Kenya Vision 2030 and coordination of its Five-Year successive Medium-Term Plans (MTPs) 2008-2012, 2013-2017 and 2018-2022 and Sector specific Plans.

These plans were the basis for preparation of County Integrated Development Plans (CIDPs) and County Strategic Plans. She has also a wide experience in preparation of Medium-Term Expenditure Framework (MTEF) for various Sector Working Groups as well as development and tracking of programmes and projects for funding under the Tokyo International Conference for Development Framework (TICAD), negotiation of the Development Cluster of the EAC-EU Economic Partnership Agreements; and coordination of South–South and Triangular Cooperation in Kenya.

Ms. Maghanga had previously been a Board Member at Kenya National Bureau of Statistics and KIPPRA as well as BOG Member for Mwafuga and Mlamba Secondary Schools.

Mr. Ponga hails from Sagalla,Voi sub- county. Mr Ponga has a vast experience in  hospitality industry for 16 years.  He held the position of Operations Manager at Falcon Heights Hotel,and General Manager at Country House inn Karen,  he had also worked with Courtesy hotels,Green Hill Hotel,silver springs Hotel and Kaskazi beach Hotel.  He holds a Bachelor in Commerce, Human Resource Management option from Dedan Kimathi University,and a Diploma in Human Resource Management from Kenya institute of Management.

Mr. Davis Mshighati holds a bachelor degree in commerce (Marketing option). He also holds a diploma in Business management, management option from Kenya institute of management and a diploma in sales and marketing from ABMA.

Mr. Davis Mshighati worked with Qwetu Sacco for a period of more than nine years where he grew ranks from a position of a Microcredit officer to a Microcredit manager a position which he held for a period of more than five years.

He also worked with Metropolitan national Sacco formerly  kiambu teachers Sacco. He worked with Barclays   bank of  Kenya and Argos furnishers  company.

Mr. Mutie has vast experience as an Educationist. Mr. Mutie has been a Teacher at Canon Kituri Secondary School for three and half years, then joined St. Mary’s High School for two and a half years. He later joined Kenyatta High School, Mwatate where he worked for over ten years rising to Coordinator Co-Curricula Department and Taita Taveta    Secondary Sports Secretary.

In the year 2014, he joined the County Government of Taita Taveta as the Director of Communication for five years with both the first regime and  the Current Government. Mr. Mutie holds other portfolios as the Chairman of both Mwalimu National Sacco,Taita Taveta Branch and Supervisory Chairman for Voi Akamba Welfare Unity group. In addition, he is a member of Board of management for Mahandakini Secondary School and Kilimanjaro Premier Academy. He holds a Bachelor’s degree from Kenyatta University.
